Working with the industry to drive maximum value from Victoria’s energy resources


Victoria has a wealth of clean energy resources which are set to play a key role in meeting Victoria's future energy needs. Victoria's share of electricity generated from renewable resources has increased substantially, from 4.8% in 2009 to 12% in 2014. Australia is forecast to attract $36 billion in renewable energy investments by 2020. It is vital Victoria captures a share of this.

Victoria's Future Industries

The Victorian Government has identified six priority sectors that have potential for extraordinary economic growth and the capacity to create high-skill, high wage jobs: Victoria's Future Industries.

These include medical technologies and pharmaceuticals, new energy technologies, food and fibre, transport technologies, defence technologies, construction technologies, international education, professional services.

A number of grant programs support job-creating projects, helping to secure Victoria's future as a competitive, innovative and outward looking economy:

  • New Energy Jobs Fund
  • Future Industries Manufacturing Program
  • Sector Growth Program
  • Victorian Defence Industry Supply Chain Program

New Energy Jobs Fund

The $20 million New Energy Jobs Fund is designed to support Victorian-based projects that create long-term sustainable jobs, increase the uptake of renewable energy generation, reduce greenhouse gas emissions and drive innovation in new energy technologies.

The projects funded embraced a variety of innovative technologies, feasibility studies and business cases to expand and extend renewable developments to create long-term market confidence.

The fund is a key component of the $200 million Future Industries Fund to support high growth, high value industries, such as the new energy technologies sector that are critical to securing Victoria's future as a competitive, innovative and outward looking economy.

Round One closed in March 2016 with 24 projects awarded grant funding. Round Two closed in March 2017 with 21 projects awarded.

Applications for Round Three of the program closed on 1 March 2018. The Minister for Energy, Environment and Climate Change has started announcing projects and will conclude announcements of Round Three in September 2018.

Round Three Projects

Projects announced to date include (Further announcements in September 2018):

Regional Renewable Roadmaps - $1 million to develop a suite of Regional Renewable Roadmaps to maximise each regions opportunities to participate in and benefit from Victoria's energy transition. These roadmaps will be developed by communities for Grampians, Loddon Mallee, Barwon South West and East Gippsland regions.

Delta Energy Systems (Australia) has been awarded $210,000 for its $969,067 project titled 'Delta Solar Vehicle Charging, seeding a new industry in Victoria'. Delta have been developing PV electric vehicle charging prototypes since 2015 with CSIRO. Focusing on fleet, domestic and light commercial markets. This project is the final stage in the development of this technology, a successful project will bring two new charging platforms to market.

ZECO Australian Energy Solutions has been awarded $150,000 for its $490,000 project 'Solar Owl'. The project aim is to project aim is to replace diesel light towers. The Solar Owl light towers use solar panels as the source of renewable energy and store them in pollution and maintenance free lithium-ion batteries. These units will be noise free, be more economical and reduce greenhouse gas emissions.

Round Two Projects

There were 21 successful applicants under the second round of the New Energy Jobs Fund. Projects announced to date include:

RayGen Resources 

Industry – Technology
This project will include development of a 0.5MW commercial power plant in Newbridge and will support the expansion of the company's export business. RayGen's PV Ultra is one of the highest efficiency solar technologies commercially available, utilising technology typically used in space applications. 

22 jobs will be created during the design, construction and commissioning of the plant, and a further three ongoing jobs post-commissioning.



Winton Wetlands Committee

Community Feasibility Study
The feasibility study will investigate and articulate the current capital requirements and economic potential of a 10 megawatt solar power plant. 

The study will identify and address key considerations for the proposed large scale solar renewable energy project including soil type, aspect, drainage and access, native vegetation assessment, indigenous cultural heritage assessment and community engagement and amenity impacts.



Hepburn Shire Council

Community – Project Implementation
Implement a waste to energy system to transform organic waste which would otherwise go to landfill in to a valuable energy resource.

The project will reduce disposal and utility costs and reduce greenhouse gas emissions and create jobs in regional Victoria.



City of Greater Bendigo

Community – Feasibility Study
This project will deliver a Feasibility Study on heating and power solutions for regional and rural aquatic centres to improve their environmental and economic sustainability.

The outcomes will be relevant to all councils across Victoria as well for the wide range of independent aquatic centre owners and managers.



City of Greater Bendigo

Community – Business Case
This project will deliver a business case for expanding the current City of Greater Bendigo bike share scheme to a total of three locations in Bendigo.

The vision is an integrated bike share network scheme linking multiple employers and organisations across Bendigo, reducing car trips and associated emissions. The business case will establish the best solution for delivering this vision.



Clean Technology Partners

Industry – Technology
Solar engineering company Clean Technology Partners, in partnership with Siemens, will develop an 'e-cube', a standardised grid connection solution which will facilitate quicker and more cost-efficient connections to Victoria's power grid. The e-cube will allow solar and wind projects to easily connect to the distribution network and will suit a range of system sizes, connection types, and network requirements. 

This project will create up to 10 ongoing full-time jobs and up to a further 20 indirect employment opportunities.




Industry – Manufacturing
A consortium of five companies, led by innovation company ARVIO. This project will manufacture a solar storage control system and software technology kit in Victoria, rather than using imported equipment and create 20 full-time jobs. 

The project will see 200 solar storage energy kits installed in residences, buildings and community facilities across Victoria to provide electricity during power outages.




Community – Business Case
This business case will determine whether waste wood and sawdust can be diverted from landfill and used to make briquettes for commercial and industrial use.

BREAZE (Ballarat Renewable Energy and Zero Emissions INC.) will examine the manufacturing, distribution and transport of briquettes, with the aim of demonstrating how existing heating, ventilation and air-conditioning systems can be converted to run on these bio-waste briquettes.



Yarra Ranges Shire Council

Community – Project Implementation
This project will deliver a 100 kW hydroelectric generation project using water taken from, and returned to, Ythan Creek in Warburton. It will demonstrate renewable energy generation and will act as a pilot site for similar community energy projects using 'run of river' mini-hydro techniques.

As it is owned and operated by a community organisation, project profits are returned to the local community via their innovative sponsorship model and to local community shareholders.



City of Darebin

Community – Feasibility Study

This project will conduct a feasibility study to assess the potential opportunities to unlock new renewable energy investment by local governments, through local electricity trading. 


Australian Vietnamese Women's Association (AVWA)

Community – Project Implementation

The AVWA and Yarra Energy Foundation (YEF) have partnered to facilitate the adoption of solar PV through the use of a comprehensive Vietnamese-language campaign targeted towards the 86,000 residents and businesses of the Victorian Vietnamese community. This project will offer technology and financing solutions to assist community members with purchasing solar energy. 



Australian Wind and Solar (AWS)

Industry - Manufacturing

This project is to set up a facility to design and assemble the AWS SunMate solar management technology in Victoria. AWS has increased the production of SunMate from 100 units to 500 units per annum. AWS is seeking to further increase production to 1000 units per annum. The project will require the hiring of additional staff and the implementation of new supply chains and a logistics network. 



DNV GL Australia Pty Limited

Industry – Energy Storage

This project will undertake a gap analysis, and develop a performance standard for battery energy storage in domestic and commercial applications. The project will provide information on the measurement of battery metrics, and set a standard to compare different battery types. 



Southern Grampians Shire Council

Community – Feasibility Study

This project will investigate the feasibility of generating heat and electricity from wood waste, including local plantation timber residue, for industrial energy uses. The study will investigate potential end uses for the energy produced in order to attract industry to and create jobs in the Shire.



Eco Innovation Co-operative Ltd

Community – Project Implementation

86kW of solar PV with 25kWh battery storage owned by EICo-op is installed at the State Coal Mine Wonthaggi, trialling Parks Victoria partnership. Income from power sales to Parks Victoria supplies Co-ops revolving Southern CORE fund long-term, providing no-interest loans for solar PV/ batteries on community facilities and National Parks. 



Geelong Sustainability Group Inc

Community – Project Implementation

Geelong Sustainability Group will establish a new paradigm for community driven renewable energy in Geelong. A social enterprise, Geelong Community Energy, will be created to coordinate multiple community energy projects. Its first project, CORE Geelong One, will be a 149kW solar investment project at an aged care facility. 



Indigo Shire Council

Community – Business Case

This project will develop a business case for the establishment of a community energy retailer to operate across communities in the Indigo shire. 



Community Housing Federation of Victoria

Community – Project Implementation

This project will develop a software-as-a-service platform, which unlocks investment in new energy by automating energy assessments and business case reports for property upgrades. The software will also provide a streamlined, integrated, and competitive procurement service (including social procurement). 



Nillumbik Shire Council

Community – Project Implementation

This project proposes the installation of a 99.96 kilowatt solar photovoltaic system, 100 kilowatt hours of battery storage capacity, 45 kilowatt inverter capacity and an electric vehicle charging station for public use at Community Bank Stadium (CBS) in Diamond Creek. This system will enable the facility to operate during network power outages.
