Victoria has established itself as a leading international education provider and study destination of choice for students from all over the world.
In 2011 there were more than 160,000 international student enrolments in Victoria from over 160 nations. International education is Victoria’s largest export, earning $4.82 billion in the financial year 2010/2011 and generates around 50,000 direct and indirect full-time equivalent jobs across the State.
Current and emerging opportunities
Strong growth in India and China has fuelled the recent expansion of Victoria’s international education industry and these will continue to be major source markets.
In 2010, Victoria signed an education agreement with the Indian State of Karnataka, which includes the centre of India’s thriving IT sector, Bangalore, and is currently working to develop collaborative programs that build on the existing capability of the Karnataka VET workforce in areas such as leadership, management and teaching.
The Middle East, South East Asia, North Asia, Latin America and North Africa also offer potential for significant growth.
Victorian Government support
The Victorian Government assists international education providers to unlock new opportunities in key source markets through its network of Education Services Managers.
Eligible providers may participate in Victorian-sponsored overseas trade missions, access visiting international delegations, and use Brand Victoria’s free high quality images for marketing purposes.

Victorian Education Services Managers are located in Victorian Government Business Offices (VGBOs) in India, Japan, Dubai, China and Malaysia to assist Victorian education providers. Officers based at the United States VGBO can provide assistance with opportunities in Latin America.
Education Services Managers can provide eligible education institutions with:

- insights on opportunities and barriers
- one-on-one business matching
- advise and support to build new relationships and partnership
- logistical support for exhibition and trade missions.
